The Greenbrier Public Service District was organized as a public sewer utility by a resoultion of the Greenbrier County Commission on March 16, 1968.  At the time of organization, the District served no customers.  The first construction project was undertaken during 1971-1972.  This was Phase 1 on the planned service area.  The Phase 1 construction provided service to the southern part of Fairlea which included a newly constructed, consolidated high school, and a shopping center,  namely Greenbrier East High School and Red Oaks Shopping center.  At the time, the sewer lines stopped at Greenbrier Manor on Maplewood Ave and Fairlea Plaza Trailer Park on Seneca Trail.  This construction included one pump station.  Then in the late 1970's, a further expansion was planned which was dubbed Phase 2 and Phase 3.  These projects were constructed in the early 1980's and expanded service completely through Fairlea, Lewisburg, and north to the present location of ABB.  Since, the construction boom of the late 1980's and 1990's has extended service north to Greenbrier Valley Airport, West on US 60 and other areas which were not orginially served.  The District itself has also taken on upgrade projects which improved capacity at key pump stations and extended sewer service to new customers.


The District's governing body is made up of three commissioners which make up a Board of Commissioners.  Each position is appointed by the Greenbrier County Commission with the exception of one which is appointed by the City of Lewisburg and confirmed by the County Commission.  The Board of Commissioners meet monthly, direct the business of the District and oversee the financial operation of the District.  The District is funded through the collection of rates for services and is provided with no other operating revenue from any other agency.  The District is regulated by the Public Service Commission of West Virginia, West Virginia Department of Environmental Protection, and the West Virginia Bureau of Health and Human Resources.
